John is a Chartered Civil Engineer and a Fellow of the Institution of Civil Engineers. From the late 1980s until the early 2020s he worked for Lancashire County Council (LCC) in a number of roles and teams. Initially in the Bridge design team carrying out design, supervision and assessment of highway structures as well as supervising works on site. These works ranged from large multispan motorway structures to smaller single span bridges on County roads.
He spent a short time in the Drainage team looking at highway drainage issues and working collaboratively with external bodies such as District authorities, the Environment Agency and the local water company to identify and resolve multi-agency issues. He also contributed drainage solutions to LCC schemes.
For his last 10 years at LCC he managed the Highway Design team. This comprised the undertaking feasibility, concept and detail design stages of work for a variety of projects, from small but important local safety schemes to larger town centre redevelopment initiatives as well as contract administration and financial reporting. All of this work was funded by the County Council, central government funding and private developers through Section 278 Agreements. He managed and reported on progress, issues, spend profile and similar to the relevant funding body.
For the last couple of years John has been supporting the development of a Levelling Up Fund Business Case, primarily around the selection of suitable forms of NEC4 contract for the various elements, along with supporting the procurement mechanism, including dealing with tender queries and clarifications. Some specialist works were procured through a hybrid contract consisting of back-to-back NEC4 contracts for the delivery of works and a service contract for the operational phase of the new assets.
